Methodology
Every row is a verbatim sentence read from the named source's own page through our fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2).
3 of the 61 named sources that could be read published a usable figure; 58 published none and are recorded as not published, never filled in; 4 could not be read (blocked, dead or unreachable) and count nowhere.
The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source for each breakdown it prices, in % (a source's median where its page yielded several accepted sentences for one breakdown), so a page that gives figures for several breakdowns gives one for each and N counts 4 figures, never sentences; 174 candidate sentence(s) were refused by a reviewer with the reason recorded.
The fuller derivation this dataset is chartered to grow into (not yet what the figures above are; they are each source's own published figure as read): One row per buying company: whether it publishes a discount rate at all, the rate or range it publishes on its own page, its stated minimum payment stream, whether it charges the payee court or attorney costs, the states it says it buys in, and the date each was read.
What nobody publishes and this computes across them: the SHARE of buyers that publish any rate (the answer today is a minority - most quote by phone only), the median and spread of the published ranges, the gap between the lowest and highest published range on the same payment stream, and repriced-since between reads.
A buyer that publishes nothing is recorded not-published, never estimated, and an industry-wide '9% to 18%' quoted by a media site is never attributed to a named buyer.
